Can both DC ports run at different voltages simultaneously?

Yes — this is the key feature of the dual-voltage design. DC1 and DC2 are independently selectable. Set DC1 to 12V for your router and DC2 to 9V for your CPE, for example. Each port outputs the selected voltage independently. Always set the voltage on each port before connecting and powering on your devices — check your device's power adapter label for the correct voltage.

How do I know what voltage my router and CPE need?

Check the label on your device's existing power adapter — it will show the output voltage (e.g. "Output: 12V 1.5A"). Match that voltage on the corresponding DC port before connecting. Most SA fibre CPEs use 12V; most routers use 12V; some devices use 9V. Check both before setting up.
